Programme Objective

The aim of the three-day ISCA Public Practice Programme is to provide practical insights to aspiring CAs (Singapore) who have the intention to become CAs (Singapore) with Certificate for Practice. The programme provides a framework for and looks at the business resources required in the setting up of a public practice.

Programme Outline

The Programme covers the following subject matter:

  • The Practitioner and the Regulatory Environment
    • The primary objective is to uphold public interest for the benefit of society as a whole. There is a review of the principal laws, regulations and promulgations which apply to public practice. The ISCA and ACRA Codes of Professional Conduct and Ethics and anti-money laundering procedures are covered in this segment as well as the various standards and practice notes and guidance in the ISCA Members Handbook.
  • The Practitioner and Management of the Professional Firm
    • The focus is on the practice and procedures that a firm should have in place to ensure efficient running of the practice. These include procedures to ensure that the firm addresses and demonstrates its compliance with ethical requirements, office procedures on staff management, engaging with clients and managing engagement risks.
  • The Practitioner and Business Considerations
    • The objective is to discuss matters such as the business metrics of a CA firm as well as an appropriate compensation package commensurate with the risks of being in practice and how that compensation is generally shared among partners in the firm. This section will also allow CAs (Singapore) to reflect on why they are choosing public practice as a career option, the personal characteristic they may need, the economic and business realities and the overriding public interest obligation.

Intended For

  • CAs (Singapore) who fulfil the requirements to be a public accountant as set out in the Accountants Act.

* Non-CAs (Singapore) are welcome to attend the Programme. However, they must have at least 2 years of auditing experience in a public practice. Please note that priority will be given to CAs (Singapore) who fulfil the requirements to be a public accountant as set out in the Accountants Act. Programme fees will differ for this category. Note: No CPE hours will be awarded for this programme as it is a mandatory requirement in connection with the application to be a Public Accountant.

Eric Teo

Adjunct Associate Professor, Nanyang Business School, Nanyang Technological University

Eric is a consultant to organisations, and serves as an adjunct professor/ associate professor/ faculty and visiting fellow at various universities with close to 30 years of professional experience.  These include Nanyang Business School (Nanyang Technological University), School of Business (Singapore University of Social Sciences), Design and Specialised Businesses (Singapore Institute of Technology), Executive Development (Singapore Management University), School of Business and Governance (Murdoch University) and School of Law (City University of Hong Kong).

Eric previously worked for Ernst Young (EY) in both the Singapore and Australia practices. He was a founding member of EY Global Valuation & Business Modelling (VBM) Network’s Technical Standards Group (TSG), and has served in the Steering Committee and led the EY Asia Pacific VBM TSG from 2012 to 2015. 

Eric is the Founding Chairman of the International Valuation Standards Council (IVSC) Membership and Standards Recognition Board.  The IVSC is the independent global body responsible for setting the International Valuation Standards (IVS) that are used today in more than 100 countries worldwide. At present, Eric is a Director of IVSC Asia Ltd, recently set up in Singapore by IVSC, as its first base outside Europe to drive its advocacy efforts in the adoption of the IVS in Asia.  Eric is also the Founding Chairman of the Institute of Valuers and Appraisers of Singapore (IVAS).  The IVAS (a member of IVSC) is an institute set up to advance the business valuation profession under the auspice of the SAC (which has merged with ACRA).  Eric is a Chartered Accountant (Singapore), Chartered Accountant (Australia and New Zealand), CPA (Australia), Senior Fellow of Finsia and Fellow of the Royal Institution of Chartered Surveyors (RICS).  Eric is a Director of the Intellectual Property Office of Singapore (IPOS) and IPOS International Pte Ltd.   He has worked with organisations from various sectors/industries and his clients include government agencies, regulatory agencies, professional bodies, SMEs, GLCs, MNCs, and public listed groups.

 

Quek Siew Eng
CA (Singapore)
Partner, Quality and Compliance

Siew Eng has more than 20 years of professional experience, including more than seven years in the Accounting and Corporate Regulatory Authority of Singapore (ACRA), where she was the Chief Inspector and Director of the Practice Monitoring Department.

Besides overseeing the practice reviews of audits carried out by public accountants in Singapore, she was also involved in ACRA’s regulatory efforts to improve audit quality, monitoring trends and events in both the local and international marketplace, as well as policy-making, such as the setting up of new regulatory framework and/or refinements of existing programmes/initiatives.

She worked for more than 12 years in a Big 4 accounting firm auditing multinational and local companies.

Her industry experience includes construction, property development, hospitality, REITs, software development and sales, semiconductor, shipping building, manufacturing and distribution, and various trading companies. Siew Eng is also involved in the Initial Public Offering (IPO) and auditing of listed entities.

 

Michael Chin

Founder and Consultant
PKF Entities

Michael is currently the Founder and consultant to PKF entities in Singapore. Prior to this, he was the Managing Partner responsible for running, managing and growing the professional services of PKF Singapore entities including PKF-CAP LLP, a firm of chartered accountants in Singapore from 2017 to 2020 and thereafter he continued as the Executive Chairman from 2021 to 2023.

Michael was also a Board member of PKF International Asia Pacific region and the Chairman of the ASEAN sub-region from 2019 to 2021.

Michael started his audit and accountancy training in London in 1980. After qualifying as a UK chartered accountant, he joined legacy Price Waterhouse and worked in UK, Europe and Singapore from 1983 to 1994. In 1994, he joined the Institute of Singapore Chartered Accountants (“ISCA”) as the first Practice Review Director, heading, running and regulating the compliance of work and quality standards of all audit practices in Singapore. In 1999, he joined legacy Arthur Andersen as a partner in its Assurance and Business Advisory division and in 2002 he left the firm to set up his own audit and consultancy practices with other partners.

He holds a Bachelor of Arts (Honours) degree in Accounting and Finance from Lancaster University in the United Kingdom. Mr Chin was a Singapore public accountant for almost 24 years from 2000 to 31 December 2023 and is a Fellow Chartered Accountant of Singapore and a Fellow Member of the Institute of Chartered Accountants in England and Wales (ICAEW). He is also a Business Finance Professional of ICAEW. He was formerly a Council member of ISCA from 2012 to 2018 and the Chairman of The Public Accounting Practice Committee from 2016 to 2018.

Mr Chin serves as Independent Director mainly in the capacity as Audit Committee Chairman to two public listed companies on the Singapore Exchange. He is a member of the Singapore Institute of Directors.
