Chen Shian Jan, CA Singapore
Shian Jan started his career with the Accountant-General’s Department (AGD) and was later posted to the Ministry of Finance (MOF) headquarters. He was extensively involved in various aspects of Public Financial Management during his service in the Singapore public sector. This included the administration of Government’s central accounting system, preparation of the annual Government financial statements, budgetary allocation for several ministries, and formulation of public service-wide policies, such as the Instruction Manuals on financial management and government procurement, protection of Singapore’s reserves, Budgeting for Results, and Managing for Excellence.
As a trainer specializing in public governance, he has shared his experience with both Singapore participants and delegates from ASEAN, China, and other Asian and Commonwealth countries. His training assignments have brought him to places that include Brunei, Cambodia, China, Laos, Myanmar, Pakistan and Vietnam. Effectively bilingual, Shian Jan has also delivered many lectures and seminars in Mandarin to public officials of the Chinese government.
Shian Jan graduated from the National University of Singapore and is currently a non-practising Chartered Accountant (CA) of Singapore. He also holds an Advanced Certificate in Training and Assessment (Facilitated Learning) by Singapore Workforce Skills Qualifications (WSQ) System. He is currently pursuing the WSQ Diploma in Adult and Continuing Education (DACE). Shian Jan was awarded the Commendation Medal (Pingat Kepujian), 1999 National Award. Furthermore, as an associate trainer, he received the Trainer Excellence Award 2013 from the Civil Service College. He is married with 2 children.
Winston Tan, CA Singapore
Winston started off his career as an auditor with the then Coopers and Lybrand before crossing over to the civil service. During his stint with the Accountant-General’s Department of the Ministry of Finance Singapore, he was seconded to the Ministry of Foreign Affairs (MFA), as head of the finance department. He later moved on to the Ministry of Finance, Headquarters. Throughout, he was extensively involved in various aspects of Public Governance, in particular, Public Financial Management. His experience ranges from that of managing a finance department to that of formulating finance, budgeting, accounting and procurement policies at a central level.
He is currently an associate trainer to Civil Service College, covering many of the financial, procurement and related public governance programmes. He has also been invited to speak and facilitate at various international conferences/ workshops and also worked on many projects with participants and delegates from ASEAN, Asia, Commonwealth countries and the Middle East. His assignments have brought him to places that include Antigua, Bahrain, Belize, Botswana, Cambodia, Dubai, Laos, London, Myanmar, Pakistan, Qatar, Rwanda, Shanghai, Sierra Leone, St Vincent and the Grenadines, Turkey and Vietnam.
Winston graduated from Nanyang Technological University of Singapore with a Bachelor of Accountancy (Honours) degree and is professionally recognized as a Chartered Accountant of Singapore (Non-Practising). He has a Certificate in Development Evaluation in the Public Sector offered by the Asia-Pacific Finance and Development Centre, Shanghai.
Winston also has a Master of Arts in Lifelong Learning (MA LLL) from the Institute of Education, University of London (IOE). In addition, due to his diverse interests, Winston has attained a Post-graduate Diploma as well as an Advanced Level Qualification in the field of Family Education (major in Parenting). He is also recognized as a Certified Professional Coach with the International Coaching Academy (ICA).
Koh Gim Liong, CA Singapore, CFA
Koh Gim Liong has worked in the corporate sector (both civil service and private sector) for more than 10 years before he made a career switch to training. Gim Liong’s experience is diversified and covers training, project management, ERP implementation, business process re-engineering, financial and operations management.
He started as an auditor with PriceWaterhouseCoopers (then known as Coopers and Lybrand). He subsequently moved on to the public sector as an accountant in the Accountant-General’s Department, Ministry of Finance. When he was seconded to the Singapore Police Force, he was responsible for the finance operations and implementation of key financial initiatives. At the Ministry of Education, he was managing the operating budget section and evaluating budget proposals. At his last assignment, Gim Liong was with a financial institution listed in Singapore where he managed the investment team responsible for accounting and operations on investment products. He is now a trainer sharing his knowledge and experience in areas like accounting, investing, budgeting, procurement as well as governance issues in the Singapore public sector. He has extensive experience in managing participants with diverse cultures and backgrounds, given his interactions with course participants from countries like Singapore, India, Pakistan, Russia, China, Bhutan, Brunei, Middle East, etc. He has also conducted several overseas programmes in Cambodia, Laos, Myanmar, Vietnam and Nauru. On professional courses, he has taught CFA Level 1 Preparatory Programme and Financial Accounting (in both English and Mandarin).
Gim Liong graduated from Nanyang Technological University. He is a Chartered Accountant of Singapore (CA Singapore) as well as a Chartered Financial Analyst (CFA) holder. He is also a licensed financial adviser representative providing advice to clients on wealth management. He holds several finance-related certificates in insurance and investments (awarded by the Singapore College of Insurance) as well as the Advanced Certificate in Training and Assessment (Facilitated Learning) (awarded under the Singapore Workforce Skills Qualifications (WSQ) System).
