NTUC Union Training Assistance Programme (UTAP)

UTAP (Union Training Assistance Programme) is an individual skills upgrading account for NTUC members. NTUC member gets to enjoy UTAP funding 50% of the unfunded course fee capped at $250 every year. This excludes miscellaneous fees such as GST and registration fee etc.
 
This course is approved for UTAP support for intakes conducted between 01 April 2018 – 31 March 2019.
 
As UTAP is given on calendar year basis, and calculated based on year of training taken, it cannot be accumulated.
 
Eligibility Criteria
To be eligible for UTAP, the following conditions need to be met:
  • Maintained paid-up NTUC membership before course, throughout course duration and at the point of claim and;
  • Course by training provider must be supported under UTAP and training must commence within the supported period and;
  • Unfunded course fee must not be fully sponsored by company or other types of funding;
  • Unfunded course fee must be S$20.00 and above, and;
  • Member must achieve a minimum of 75% attendance for each application and sat for all prescribed examination(s), if any and;
  • UTAP application must be made within 6 months after course ends.

Yee Loong is currently Professor of Accounting (Practice) at the Singapore Management
University. He was formerly Tax Partner in Deloitte & Touche Singapore (1987- 2011). Yee Loong has specialised in taxation since qualifying as an accountant in the UK and has over 25 years of experience in Singapore Taxation and International Tax Planning.
 
Yee Loong had been nominated on several occasions as one of the top 10 leading Tax
Advisers in Singapore by International Tax Review. He was also featured as one of the World’s Leading Tax Advisers in the Legal Media Group 2011 Guide to the World’s Leading Tax Advisers.
 
He holds a Master’s degree in Taxation and Public Finance, and is a Fellow of the Association of Chartered Certified Accountants of the UK, a Chartered Tax Advisor of the Chartered Institute of Taxation in the UK, a Chartered Accountant of Singapore and an Accredited Tax Advisor.
 
Yee Loong is the Honorary Technical Advisor (Tax) to the Institute of Singapore Chartered Accountants, Chairman of the Curriculum and Examination Development Board of Tax Academy, Council Member of the Professional Education Council of Singapore Accountancy Commission, Board Member of SIATP, Board Member of the IRAS and Council Member of the National Arts Council.

Song holds a Master of Arts in Econometrics from the University of Canterbury, New Zealand. He started his career as an economist in Malayan Banking Bhd in Kuala Lumpur. He moved to Singapore in 1990, and worked as a Regional Economist with various major multi-national financial institutions such as Merrill Lynch; Warburg Dillon Read as well as ABN Amro. Song’s areas of focus are in the economies of ASEAN-5. He is a familiar icon in South-East Asia's news media as he has greatly contributed his professional views on the regional financial markets.

His experience covers a wide range of industries including oil and gas, retail, real estate, hotels, construction, shipping, transportation and logistics, manufacturing, and information technology.
 
Wu Hong is a regular speaker at conferences and seminars, and has contributed numerous articles to academic journals, leading business publications and newspapers.

Ang Yuit joined the Executive Council as a Council Member in 2009. Ang also heads the SMECEN – an initiative that offers a range of functional processes. Ranging from accounting to human resource administration and customer relationship management, the initiative will benefit SMEs in streamlining their work processes. Ang is also the chairman of the ASME Business Feedback Committee (ABFC), a special committee comprising business owners, experienced industry leaders, Executive Council members and invited participants to build effective feedback channels pertaining to SME-related issues.

Chew Mok Lee is Assistant Chief Executive Officer of Enterprise Singapore, overseeing InfoComm and Media & Digitalisation, Enterprise Services & New Industries. 

Enterprise Singapore, formerly International Enterprise (IE) Singapore and SPRING Singapore, is the government agency championing enterprise development. The agency works with committed companies to build capabilities, innovate and internationalise. It also supports the growth of Singapore as a hub for global trading and startups. As the national standards and accreditation body, Enterprise Singapore continues to build trust in Singapore’s products and services through quality and standards. 

Prior to Enterprise Singapore, Mok Lee was with the then National Productivity Board (NPB), PSB and SPRING Singapore. She graduated from the National University of Singapore, majoring in Economics and Statistics. Holding a double Masters, Mok Lee  is well versed in enterprise promotion, industry development and partnership building, having been involved in various aspects of capability development, support for local enterprises, enabling a viable enterprise ecosystem and entrepreneurship for 29 years. She has also served as Secretariat to the Action Community for Entrepreneurship since its inception on 23 May 2003, and was responsible for working with the Minister in Charge of Entrepreneurship and private sector members to foster entrepreneurship and support startups in Singapore. Mok Lee also has two years of private sector experience in a plastic manufacturing company before joining NPB. 

In her current role, Mok Lee  works with partners like the trade association and business chambers to raise the capabilities of SMEs in innovation, productivity and improve market access through online platforms.
