Programme Outline

Business valuation is often regarded as the process of ascertaining the value of a business, its ownership interest or a particular asset or liability.  It is a key component of investor and corporate activities and is carried out for many purposes.  Particularly, the use and importance of business valuation in transactions and fair value measurement in financial reporting has been increasing in today’s corporate environment, and there is significant interest in the way that values are determined in this regard.  As business valuation is deeply anchored in financial reporting, it is necessary and important to be equipped with the fundamental knowledge of this subject matter.  In the conduct of business valuation, the International Valuation Standards (IVS) as developed by the International Valuation Standards Council (IVSC) is being applied by valuers in more than 100 countries.  IVSC is an independent, not-for-profit global standard setter for the valuation profession and its goal is to build trust in valuation by establishing one set of globally consistent, high-quality valuation standards.  It is a membership body with more than 160 organisations, comprising of valuation professional organisations (VPOs), associate VPOs, institutional, corporate, and academic members, and works to promote and grow the valuation profession worldwide.

IVSC has recently set up an office in Singapore, as its first base outside Europe to drive its advocacy efforts in the adoption of the IVS in Asia.   The Institute of Valuers and Appraisers of Singapore (IVAS) (under the SAC/ACRA), which certifies business valuers in Singapore, is a member of IVSC.  The business valuers (Chartered Valuers and Appraisers) certified by IVAS will have to comply with the IVS in carrying out their work in the marketplace.  This session will provide an insight into the IVS and its application in the context of valuation for financial reporting.   The former International Accounting Standards Board (IASB) and IVSC Chairman, Sir David Tweedie once said, “The Financial Reporting Standards focus on ‘when’ and ‘what’ to value, but the IVS emphasis is on ‘how’.”   In this regard, the IVS include the fundamentals of valuation, common valuation principles and specific standards relating to the valuation of assets, businesses and companies.  The session will cover specifically the IVS Glossary, Framework, General and Asset Standards and its relation to the valuation process adopted by business valuers in the marketplace.
