UTAP (Union Training Assistance Programme) is an individual skills upgrading account for NTUC members.

NTUC members enjoy 50% *unfunded course fee support for up to $250 each year when you sign up for courses supported under UTAP. NTUC members aged 40 and above can enjoy higher funding support up to $500 per individual each year, capped at 50% of unfunded course fees, for courses attended between 01 April 2024 and 31 March 2027. *This excludes miscellaneous fees such as GST and registration fee etc.
 
This course is approved for UTAP support for intakes conducted between 28 September 2025 – 31 March 2027.
 
As UTAP is given on calendar year basis, and calculated based on year of training taken, it cannot be accumulated.

  • Course by training provider must be supported under UTAP and training must commence within the supported period and;
  • Unfunded course fee must not be fully sponsored by company or other types of funding
  • Unfunded course fee must be S$20.00 and above, and;
  • Member must achieve a minimum of 75% attendance for each application and sat for all prescribed examination(s), if any and;
  • UTAP application must be made within 6 months after course ends.

He has a proven track record in finance, accounting, financial planning & analysis, tax, treasury, credit, strategic planning, governance & internal control, and supply chain & operations, delivering results in complex, multi-market environments.

Chuen Ooi has professional experience in financial consultancy, audit and tax and MNC experience in FMCG, foodservice, pharmaceutical industry and most recently 27 years in the luxury sector with LVMH. His responsible scope covers countries in the Asia Pacific region, Australia and North America with a specific emphasis on the Emerging markets in Asia.

Chuen Ooi’s expertise is to effectively harness financial knowledge and expertise to partner and complement business needs and to add value from a financial perspective. He has CFO and Regional Director experience for companies with revenue 1.4 billion Euros and headed regional finance, operations and supply chain/logistics portfolios. He has served on boards of directors in multiple jurisdictions in Singapore, Korea, China, Vietnam and India.

He currently holds qualifications as a Chartered Accountant in England & Wales (ACA), Canada (CA), Singapore (CA), Chartered Professional Accountant in Canada (CPA) and has held Australia (CPA) previously. He is a Senior Accredited Director, Singapore Institute of Directors.
